Caitlin Durkovich is a national security expert with more than two decades of experience shaping policy and strategy at the intersection of critical infrastructure protection, cybersecurity, and incident response. She has held senior roles across government and industry, bringing deep expertise in risk management, resilience, and national preparedness.

Most recently, Caitlin served as Deputy Assistant to the President and Deputy Homeland Security Advisor for Resilience and Response on the National Security Council (NSC) during the Biden Administration. In this role, she led the advancement of national policies and programs to enhance the security and resilience of the United States, its critical infrastructure, and democratic institutions against a changing climate, physical and cyber threats, and foreign malign influence.

During her four-year tenure, Caitlin coordinated Federal support for over 270 Presidentially declared disasters, and reshaped the security partnership in the National Capital Region, while advancing new approaches to continuity of government and community recovery and resilience. She also served as the Senior National Official for Resilience to NATO and was nominated Chair of the OECD Public Governance Committee’s High-Level Risk Forum in 2023, a position she continues to hold.

Prior to joining the NSC, Caitlin was a Director at Toffler Associates, where she provided strategic risk advisory and foresight to executive leadership across public and private sectors. She was a Non-resident Senior Fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security, co-leading the Future of DHS project in 2020. She contributed the Critical Infrastructure chapter to Beyond 9/11: Homeland Security for the Twenty-First Century (MIT Press, 2020).

Under President Barack Obama, Caitlin served as the Assistant Secretary for Infrastructure Protection at the Department of Homeland Security (DHS) from 2012-2017, leading efforts to manage physical and cyber risks to the nation’s critical infrastructure. From 2009 to 2012, she served as Chief of Staff of the National Protection and Programs Directorate at DHS, the predecessor to today’s Cybersecurity and Infrastructure Security Agency.

Caitlin’s earlier career includes advising public and private sector clients on business resilience, continuity of operations, and security strategy at Booz Allen Hamilton, as well as pioneering early cyber threat intelligence capabilities at iDefense.She holds a B.A. in Public Policy Studies from the Terry Sanford Institute of Public Policy at Duke University.
